Millennium Bridge,

It was not simply too many people. It was just a few people at first who happen to be in step - all happening to use the upstream or downstream foot at the same time. Then other people would feel the first faint tremor and, much as sailors get used to walking on a heaving deck, the later people would almost by reflex fall into step with the first few. Quickly the "wobble" would grow until it could became a problem for people to walk at all. It comes from a bridge being too flexible and having the right stimulus to cause it to resonate. Look up the Tacoma Narrows Bridge or the military command, "Break step , March" given when crossing some bridges.

A simply delightful retreat. We live very nearby in Coventry, and often spend time in this woodland unwinding.
